How many plants can you grow?

  • Adults 21+ – Up to six plants per residence, subject to “reasonable regulations” by local governments.
  • Medical cannabis patients – Up to 12 plants unless a physician’s recommendation specifies a greater need.

Local Cultivation Regulations

  • City of Ojai – Outdoor cultivation prohibited; no outdoor cannabis or hemp allowed.
  • Unincorporated Ventura County – Up to six plants at your residence (indoors or outdoors).
  • City of Ventura – Must be indoors or in a fully enclosed, secure, non-visible greenhouse.
  • City of Fillmore – Outdoor cultivation banned; indoor requires a permit (process unclear, call 805-524-3701 for details).
  • City of Santa Paula – Up to six plants indoors with a required Personal Cannabis Cultivation Permit.
  • City of Oxnard – Indoor personal cultivation allowed, up to six plants; outdoor banned.
  • City of Camarillo – Indoor only, up to six plants with owner consent and code compliance; outdoor prohibited.
  • Unincorporated Santa Barbara County – Allowed indoors or in a secure accessory structure, up to six plants.
  • City of Santa Barbara – Must be indoors or in a fully enclosed, secure, non-visible greenhouse.
