The OCal Cannabis Certification Program is a statewide, government-regulated initiative administered by the state of California that establishes and enforces “comparable-to-organic” standards for licensed commercial cannabis operations. Because the “organic” designation is strictly reserved by the USDA for federally legal products, OCal was created to mirror the rigorous environmental, health, and fair labor benchmarks of the National Organic Program (NOP) and the California Organic Food and Farming Act. Under this program, the California Department of Food and Agriculture (CDFA) oversees cultivators and distributors, while the California Department of Public Health (CDPH) oversees manufacturers. To achieve certification and earn the right to use the official OCal seal, businesses must apply through state-registered third-party certifying agents—such as CCOF (California Certified Organic Farmers)—who conduct comprehensive application reviews, uniform system planning, and mandatory annual on-site inspections. Ultimately, OCal provides a trusted, transparent baseline for eco-conscious consumers while strategically positioning certified California operators to seamlessly transition to official USDA organic certification once cannabis is federally recognized.
